Pentagon - POLITICS Guantanamo detainees get new $750G soccer field

Fox News: At a time of record deficits, a new soccer field for detainees at Camp 6 in Guantanamo Bay is just getting the finishing touches ? at a cost of $750,000 to taxpayers.

The project was the highlight of a tour Tuesday of the detention camp for reporters at the facility covering the arraignment in a military court of Majid Khan, a former Baltimore resident and the the only legal U.S. resident on trial at Guantanamo.

The project began in April 2011 and is due to finish this spring. The detainees will now have three recreation facilities at Camp 6, which is home to ?highly compliant? detainees who live in a communal setting.

In addition to an indoor recreation field and the existing outdoor recreation field, the new soccer field ? selected because it is such a popular sport with detainees ? is half the size of an American football field.

The new field has been specially constructed so that the detainees ?have maximum access? ? about 20 hours a day. Special passageways allow the detainees to pass into the new recreation yard without being escorted by the military.

On the tour, a military police representative who asked not to be identified by name said allowing high levels of activity outdoors helped reduce behavioral problems at the camps, and it also limited the amount of interaction between detainees and the guards.

Since the detention camps opened in 2002, some half dozen cases have been prosecuted ? four ended in plea agreements with minimal jail time.

Khan, accused of being hand-selected by Sept. 11, 2001, mastermind Khalid Sheikh Mohammed for a second wave of attacks inside the U.S., including a plot to blow up gas stations, is expected to cut a deal. He is also implicated in an assassination plot against former Pakistani President Pervez Musharaff and a car bombing at the Marriott hotel in Jakarta, Indonesia, in 2003.

His appearance will be the first time anyone outside the U.S. military or intelligence community has seen him since his capture after Sept. 11 and transfer to secret prisons formerly maintained by the CIA.

Even some of President Obama?s most ardent supporters suggest the administration seems eager to close the camps and reduce the detainee population, and plea agreements with minimal jail time are a sweetheart deal for all involved.

Detainees like Usama bin Laden?s personal cook and his driver are spending less time in prison than American citizens prosecuted in federal courts on lesser charges.

By example, Zachary Chesser of Charlottesville, Va., who was convicted for making threats against the creators of ?South Park? and for supporting a Somali terror group, but who never fired a shot on the battlefield, is now serving a 25-year sentence.

By contrast, Omar Khadr, who killed an American soldier on the battlefield in Afghanistan is nearly half way through his eight-year sentence at Guantanamo, and may finish out his term in Canada.

On Tuesday, Attorney General Eric Holder, testifying about the Justice Department budget on Capitol Hill, said the recidivism rate for Guantanamo detainees overall is in the mid-20s. But the recidivism rate for those transferred during the Obama administration is 7 percent. Holder acknowledged that part of that comparison may be because the former detainees have been out for a shorter period of time, but also because the determinations about each of their release had to be unanimously approved by a task force.

(AP) ? Abdul Hameed last saw his son a year ago, being dragged away from their home by Pakistani intelligence operatives along with an Indonesian al-Qaida suspect who had been staying there. The ailing 59-year-old father now has a simple wish.

"I just want to see the face of my son before I die," said Hameed, who has been bedridden for much of the last year with multiple illnesses. "Just that. I have no enmity with anybody, any agency or any government. If you were in my position, what would you do?"

Kashif, who is a student, is among the ranks of Pakistan's "missing" ? people seized by security forces for months or years, never to be brought to trial, their families never informed of their fate. Many of the men are presumed to be suspected Islamist militants, swept up in a post-Sept. 11, 2001, crackdown supported by the United States. Some are alleged to have been killed or tortured in custody.

Pakistan's Supreme Court has now given the families a measure of hope by bringing a landmark case against the Inter-Services Intelligence agency, the country's most feared spy network, which is suspected to be behind most of the seizures. The agency, which works closely with the CIA, operates largely outside of the law.

The ISI either refuses to discuss the missing, denies capturing them, or insists they were involved in militancy.

In an unprecedented hearing this month, judges forced the ISI to bring seven ailing suspected militants to the court in Islamabad, where they were reunited with their families. It has ordered the ISI to explain on March 1 what law they were detaining the seven under.

The media, which has largely shied away from reporting about the ISI because of the power it still yields, has taken up the issue with vigor. The military and ISI have suffered a series of humiliations in the past year, including the U.S. raid in Pakistan that killed Osama bin Laden. The civilian government has also demonstrated a measure of defiance that seems to have put the generals on the defensive.

"The country and the media are saying enough is enough," said Amna Masood Janjua, who heads a human rights group campaigning on behalf of the families. "We need intelligence agencies, but they can't operate above the law." Her husband was seized in 2005, and she believes him to be held by the intelligence agencies.

Sensing a change in momentum, the relatives of about 100 of the missing have set up a camp on a road leading to the parliament, vowing to stay there until the court orders the ISI to produce them all or they are put on trial. They say the intelligence agencies already have released six people because of the pressure.

Handwritten signs around the camp make it clear that much of the anger is directed at the United States because of its close collaboration with the ISI in tracking and capturing al-Qaida suspects in the last 10 years in Pakistan, one of the terrorist group's global hubs.

Former President Pervez Musharraf, who allied Pakistan with Washington after 2001, wrote in his memoir in 2006 that Pakistani security forces had captured 689 terrorists and handed over 369 to the United States, earning the country millions of dollars in bounties.

Many of those ended up at the U.S. detention center in Guantanamo Bay, and the Red Cross has contacted the relatives of Pakistanis held at the camp.

Some of the activists believe the U.S. could be holding the suspects elsewhere around the world. The CIA, which ran a network of overseas prisons ? so-called "black sites" ? says it no longer does so. But suspicions persist that the U.S. is holding detainees at Bagram Air Field, a base it runs in neighboring Afghanistan.

Relations between the ISI and CIA has remained in place even as ties between the two countries have plummeted in the last year because of tensions over the war in Afghanistan and the bin Laden raid, officials from both countries say.

Pakistani security officials have refused to comment on the whereabouts of Kashif or what crime he is suspected of.

But they did acknowledge the arrest of the Indonesian, Umar Patek, an al-Qaida-linked militant currently on trial in Jakarta for the 2002 Bali nightclub bombings.

Hameed says that Kashif found Patek, who was traveling with his wife, on the street and gave them shelter in a spare room in his large house in Abbottabad, an army town in northern Pakistan that gained notoriety because it was the site where bin Laden was killed.

Patek says he was traveling to Afghanistan to live and fight there. The ISI presumably suspected Kashif, a 21-year-old telecommunications student, was a member of a militant network because he gave shelter to Patek.

In a telephone interview, Hameed maintained his son's innocence and appealed for help in securing his release.

"On humanitarian grounds, please find him," Hameed said. "I have heard or seen nothing since the day he was taken."

Speaking privately, military and intelligence officials say they can't release many of the men because Pakistan's court system barely functions, meaning they will be released. They also maintain that some of the missing have joined militants fighting along the border region or in Afghanistan, and have not told their families or have been killed there.

Janjua said 1,080 people had been registered as missing with her organization, but she believed the number could be much higher. In the past week alone, 50 families had registered missing men with the organization amid the publicity generated by the Supreme Court case, she said.

As well as presumed militant suspects, human rights groups also allege security agencies have detained hundreds of separatist sympathizers from Baluchistan province, and that many have been killed. In 2010, video emerged of men in military uniforms killing a group men in the northwest Swat Valley, where the army put down an Islamist insurgency that year.

The Supreme Court ruling concerns 11 suspected militants who were captured in connection with a 2007 suicide bombing against ISI personnel and a rocket attack a year later against an air force base. An anti-terrorism court ordered them to be freed in 2010, but they were picked up again from a jail near the capital of Islamabad. Four are alleged to have died in custody from ill treatment or neglect.

On the court's orders, the ISI produced seven of the suspects on Feb. 13. Two of them were too weak to walk. Another wore a urine bag, suggesting a kidney ailment. In a meeting with their families on the court premises, they complained of harsh treatment during their detention.

In a rare move, an unnamed "security official" issued a four-page statement through the state-run news agency listing the accusations against the men. The statement ? presumably released by the ISI ? alleged the 11 were "hard-core terrorists" and that "the sympathizers of terrorists have forgotten the miseries" of the families of those killed in the 2007 and 2008 attacks.

At the camp, families of the missing keep turning up, desperate for information about husbands, fathers, brothers and sons.

Fehmida Begum, a 55-year-old widow, said plainclothes security officers, one of them armed, came to her house in September 2011 and took two of her sons, one of whom was a police commando. She said she had not heard of them since.

She denied her sons were associated with militants, but all were members of Tableeghi Jamaat, a conservative Islamic missionary organization, some of whose members have gone on to violence. "Their sin is that they are religious," she said. "They have beards. They say their prayers."

Like other relatives, she said all she wanted was for her sons to face trial.

"If my sons have committed a crime, hang them," she said.

Many young people don't know what constitutes sensible alcohol consumption

ScienceDaily (Feb. 21, 2012) ? A new study published in the journal Drug and Alcohol Review reveals that young people do not possess the knowledge or skills required to adhere to government guidelines for responsible alcohol consumption. This article is part of the March special themed issue of the journal on low risk drinking guidelines.

Led by Richard de Visser, PhD, of the University of Sussex, researchers examined young people's knowledge of, and use of, government guidelines for safe alcohol consumption.

A total of 309 secondary school students and 125 university students in England completed a survey regarding knowledge and beliefs. The university students also reported their alcohol consumption and completed tasks in which they poured their "usual" drinks and what the government guidelines for maximum "unit" consumption on a daily and weekly basis.

Most respondents lacked the knowledge and skills required to drink in accordance with government guidelines. Participants' "usual" drinks were substantially larger than one unit, and participants tended to underestimate the unit content of drinks.

For 5 of the 7 items examining knowledge and guidelines, fewer than half of the respondents gave correct responses.

Although university students gave a significantly greater number of accurate estimates than did school students, only ? of their estimates were within plus or minus 10% of actual content. The majority of estimates were underestimates: 52% among school students; 65% among university students.

"Our results mean that people's reports of drinking patterns in research may lead to inaccurate estimates of the health effects of different levels of alcohol use," de Visser notes. "There may be a need for more and/or different alcohol education in schools and the media."

For those who are 13 or older, the United States has no overarching restrictions. Websites are free to collect personal information including real names and addresses, credit card numbers, Internet addresses, the type of software installed, and even what other websites people have visited. Sites can keep the information indefinitely and share most of what they get with just about anyone.

Websites are not required to have privacy policies. Companies have most often been tripped up by saying things in their privacy policies - such as promising that data is kept secure - and then not living up to them. That can get them in trouble under the federal laws against unfair and deceptive practices.

Nevada approves regulations for self-driving cars (AP)

CARSON CITY, Nev. ? Nevada is becoming the first state to regulate self-driving vehicles on its roadways.

The state's legislative commission on Wednesday approved regulations that were vetted by car manufacturers, insurance companies, law enforcement officials and others.

Nevada Department of Motor Vehicles Director Bruce Breslow says the DMV is now developing licensing procedures for companies that want to test self-driving cars in Nevada.

Gov. Brian Sandoval test-drove a self-driving Toyota Prius in July. The car being developed by Google Inc. uses radar, sensors and computers that allow the vehicle to drive itself, though human drivers can override the autopilot function.

Breslow says self-driving test cars will use red license plates. When the technology is ready for use by the general public, the cars will display green license plates.

(AP) ? The buildup for Danica Patrick's first Daytona 500 began in earnest at Thursday's annual media day, where auto racing's sweetheart was saddled with a full schedule of commitments.

Patrick was shuffled from interview to interview, answering questions and shooting promotions for her first full season in NASCAR. She couldn't even find solitude in the bathroom: an autograph seeker followed Patrick inside and patiently waited for the driver's signature.

Patrick will make her Sprint Cup Series debut in the Feb. 26 season-opening Daytona 500. It's the first of 10 races this year at NASCAR's top level driving for three-time champion Tony Stewart.

She's also racing for the championship in the second-tier Nationwide Series for JR Motorsports.

Her defection from the IndyCar Series is complete, and Patrick will be the center of the spotlight for Speedweeks at Daytona. She's fine with it, though, as seven years of running the Indianapolis 500 taught her how to handle intense attention.

"I think that if I had not experienced all the media crazy around this whole part of things it would have been somewhat overwhelming," she said. "My whole (public relations) team knows how it works and how to organize everything so it's done effectively and efficiently.

"But I feel good ? let's not forget I've been exposed to the Indy 500, which is one of the biggest races in the world, if not the biggest race in the world, and there's lots of media around that, too, and lots of hype."

NASCAR has been anxiously awaiting Patrick's move to stock cars because, as one of the most recognized athletes in the world, she'll bring attention to the series. Research shows she's already increased interest:

? According to The Nielsen Company, ratings for the 2010 Nationwide Series opener at Daytona were up 33 percent with her in the race from the 2009 ratings.

? Overall, 11 of the 13 Nationwide races Patrick ran in 2010 had better ratings than the 2009 events. Average viewership for her 13 events was up 9 percent.

? Patrick's merchandise sales last season ranked in the top 15 best-selling drivers at the NASCAR.com Superstore.

? Through last week, Patrick already ranked in the top 10 in merchandise sales in 2012.

? A survey last August of the NASCAR Fan Council showed that 80 percent of those polled agreed with the statement, "Danica Patrick is good for NASCAR."

? Nielsen N-Score data through January showed that Patrick ranks in the top 5 of most recognized NASCAR drivers among the U.S. population.

"There's so much interest with Danica coming over to NASCAR, I think it's going to really broaden our fan base," Lesa France Kennedy, the CEO of NASCAR sister company International Speedway Corp., said last month.

"When she shows up, it just has a different feel to it. She's a real dynamic individual to start with and I think it'll be interesting to see her compete on the track. There's certainly a spotlight, without a doubt, but she seems to do well with that. She seems to do well under pressure."

Patrick said she's prepared for the workload leading into the Daytona 500, and with the increased schedule in NASCAR. The IndyCar season was just 18 races; the Nationwide schedule is 33 races and next year, when she moves full time to the Sprint Cup Series, she'll have races on 38 weekends.

Dabbling in the Nationwide Series the past two years has prepared her for what to expect.

"Back a few years ago, I definitely was concerned with the work load that NASCAR schedules bring," she said. "But the last two years, I went from doing a 16-18 race season to about 30, and now it's going to be about 34 or 35 weekends, so it's really only an extra month worth of weekends so it's much more tolerable than jumping from Indy Car to NASCAR in one jump.

"I'm very good when I know what's coming. When I get surprised and things getting added on the schedule is when I get frustrated because expectation levels are everything for me.

"But not only from my perspective am I more comfortable now, but from my assistant's perspective and the help she gets from Junior Motorsports and Stewart-Hass, I think we all have a much better picture of how to do everything and how to keep it in line and how to help (the media) do your job."

SALEM, Ore.- A bill establishing requirements for health insurance coverage of autism spectrum disorders received a public hearing during the Senate Health Care, Human Services and Rural Health Policy Committee?s Friday meeting.

Supporters of Senate Bill 1568 testified on its behalf.

Portland resident Paul Terdal testified that he has two autistic children. That condition is covered by insurance under current laws, including those involving mental health parity; but Terdal said obtaining care is still very difficult for families.

The purpose of SB 1568 is to streamline the process of obtaining care so that people do not have to fill out extensive paperwork for six months or get a court order to receive it, Terdal said.

Dr. Robin McCoy, a specialist in developmental and behavioral pediatrics at Oregon Health & Science University (OHSU), testified via telephone on behalf of the bill.

McCoy said that around 150 children are diagnosed with autism at OHSU every year. Insurance companies in Oregon cover very few services for autism, McCoy said, and parents usually have to fight for that limited assistance.

In her testimony, McCoy said many parents of autistic children have had to move out of Oregon to get the help they need.

Melanie Shaw, a behavior analyst and owner of the Beaverton-based Play Connections autism intervention center, said she has witnessed many ?heartbreaking scenarios? with parents who cannot afford critical treatments for their children.

Testimony was also heard from Tobi Rates, executive director of the Autism Society of Oregon. She said she has spent several years talking to the various stakeholders surrounding the issue and that there is ?clear consensus? that the bill is urgently needed.

Rates said she and her husband have had to leverage all of their assets in order to pay for their autistic child?s treatments. She added that she knows several parents who have bankrupted themselves to pay for treatment and that some have even lost their homes.

Parents in such situations can pursue administrative remedies, Rates said, but that is expensive and time consuming.

Lobbyist John Powell spoke on behalf of Regence BlueCross BlueShield of Oregon. He said there is ?solidarity? on the part of insurers to provide the coverage sought by proponents of SB 1568.

The bill has changed ?substantially? from its original form due to collaborative efforts between insurance companies and advocates for additional autism coverage, Powell said.

However, Sen. Chip Shields, D-Portland, said he was ?frustrated? by the lack of progress that has been made thus far on reaching a resolution of the matter.

Powell testified that the industry is ?trying to find ways? to make the legislation work for it. He said the credentialing of specialists is still an issue and that sideboards must be put on the costs of providing the treatments.

Shields encouraged Powell to continue negotiating in good faith with proponents of the legislation, adding that they have told him they have made numerous concessions to the industry throughout the process.

Terdal had testified that he has been working on the bill since the end of the 2009 legislative session. Shields expressed optimism that a final resolution could be reached during the legislature?s next session in 2013.

Before closing the public hearing, Sen. Laurie Monnes Anderson (D-Gresham), chair of the committee, said she wanted more input from the rest of the state?s major insurance companies before advancing the bill any further. Anderson added that she knows many legislators who support the proposed legislation.

Grammy Awards: 6 best performances (The Week)

New York ? Adele brings the audience to their feet, Jennifer Hudson brings them to tears, and more highlights from Sunday's performance-packed telecastSunday night's Grammy Awards was all about two women: Adele and Whitney Houston. The former was the night's big winner, emerging victorious in all six of the categories she competed in, including the Big Three: Record of the Year, Song of the Year, and Album of the Year. And Houston's death on Saturday permeated the event's entire proceedings. The music industry's big night opened with a prayer in honor of the late singer, and mourning stars honored her memory throughout the ceremony. Here are six of the performances from Grammy night that critics are buzzing about:

1. Adele ? "Rolling in the Deep"
Much of the night was spent building up to Adele's highly-anticipated performance of "Rolling in the Deep," her first since undergoing throat surgery in November. There were concerns about how she would perform, says Dan Fienberg at HitFix. "The answer? Flawlessly." Her vocals were more powerful than ever, the arrangement refreshingly spare. Adele even managed to revitalize a song that had become maddeningly ubiquitous. She followed up by winning the night's biggest award: Album of the Year. As she tearfully kissed her boyfriend; joked that her record was inspired by a "rubbish relationship;" and adorably realized during her speech, "Oh my God, snot," she proved that her personality is as "infectious" as her songs, says Mary Elizabeth Williams at Salon. In more ways than one, it was Adele's night.

2. Jennifer Hudson ? "I Will Always Love You"
Jennifer Hudson reportedly had trouble staying composed during rehearsals of her tribute to Whitney Houston, a stirring rendition of "I Will Always Love You," says Gregory Ellwood at HitFix. It's understandable, considering the pressure of singing that mammoth song in salute of an icon just a day after her passing. But Hudson "delivered a rendition to move even the coldest hearts." The Oscar-winner wisely side-stepped a big crescendo and sappy orchestration, opting for a spare arrangement that allowed her to belt it out, says Williams at Salon. It was, simply put, "beautiful." If there's one thing to complain about, says Spencer Kornhaber at The Atlantic, it's the there wasn't more attention given to Houston. Hudson's performance "will be talked about for a long time," but many viewers wanted more.
3. Bruce Springsteen ? "We Take Care of Our Own"
The Boss and his E Street Band were dressed in all black opening the ceremony with a "rousing run" of their new song, "We Take Care of Our Own," a "choice that felt especially poignant in light of the events of the previous 24 hours," says Ray Rahman at Entertainment Weekly. It was a perfect, appropriate to kick off the evening, says Williams. "It was soulful, spirited, and just the right touch of mournful." Beyond that, says Tamar Anitai at MTV, the performance confirmed that "Bruce Springsteen does not age."

4. Bruno Mars ? "Runaway Baby"
"Get off your rich asses and lets have fun!" Bruno Mars instructed the Grammy audience during his high-energy, '50s pop homage performance of "Runaway Baby." The singer was backed by a full horn section ? all donning matching shiny gold blazers and bow ties ? and expertly channeled James Brown's loose-limbed, suave dance moves. It was a breakout moment for Mars, says Daniel Montgomery at Gold Derby. His "doo-wop showmanship" was the "surprise highlight of the night." Agrees Chris Eggerton at HitFix: "It was nearly flawless."
5. The Band Perry, Blake Shelton, and Glen Campbell ? Tribute Medley
Of the two tribute medleys staged on Sunday night, The Band Perry and Blake Shelton's performance with country legend Glen Campbell easily trumped the awkward collaboration of Maroon 5, Foster the People, and the Beach Boys, says Randall Roberts at the Los Angeles Times. It was one of the ceremony's few moments that "cut through the sarcasm and earned only sincerity," says Fienberg. Things started off slowly with The Band Perry's rendition of "Gentle On My Mind," built up with Shelton's take on "Southern Nights," but really hit its stride when Campbell hit the stage for sing-a-long rendition of "Rhinestone Cowboy" that was "by far the greatest exhibition of bad-ass, rock-and-roll indomitability of the night," says Williams.

6. Nicki Minaj ? "Roman Holiday"
Perhaps no performance was more divisive than Nicki Minaj's gothic, theatrical, campy, and all-out-odd rendition of her new single "Roman Holiday." "It was like watching a low-budget spin-off of The Exorcist turned into an off-off Broadway musical that's canceled after opening night," says Idolator. But not everyone panned the flashy performance. "Minaj christened herself pop's new weirdo," says James Reed at The Boston Globe. Without Lady Gaga and Madonna adding their unique brand of spectacle to Sunday's show, her "elaborate multimedia performance? was brash, jolting, and downright bizarre."

    Congress indulging in communal politics in UP: Jaitley

    Lucknow, Feb 12

    Attacking Law Minister Salman Khurshid over his defiant stand on a quota for backward Muslims in Uttar Pradesh, Bharatiya Janata Party (BJP) leader Arun Jaitley Sunday accused the Congress leaders of indulging in communal politics for votes.

    "There is a method to this politics, divide the society on religion and get votes. It seems the Congress leaders have lost their mental balance and are doing things in desperation," he told reporters here.

    Linking the UP elections to recent incidents, Jaitley said: "First Salman Rushdie was stopped from attending the literary festival in Jaipur. The fact that Salman Rushdie was prevented from coming to Jaipur or even addressing festival on video link was clear indication of Congress succumbing before fundamentalists."

    Attacking the Congress, he said that there was no place for religious base reservations under the law.

    "Despite that, the central government announced 4.5 percent reservation for Muslims and now law minister kept saying to increase it to 9 percent," Jaitley said.

    He said that Khurshid's announcement that party president Sonia Gandhi cried at seeing pictures of Batla House gunfight was an attempt to get votes of fundamentalists.

    "When the union home ministry has clearly said that Batla House was a genuine encounter and it badly affected terror outfit Indian Mujahideen, bringing down number of blast incidents in the country. But Khurshid and Digvijay Singh have kept questioning it," he said.

    He asked had any Congress leader cried for those killed in 26/11 Mumbai attacks or at the death of security personnel in 2011 parliament attack.
