Why Do Oil Companies Favor the GOP, When They Fare Better Under Dems?

The fossil-fuel industry has long given more money to Republicans than Democrats, but in this presidential campaign it has skewed far further: from 2-to-1 or 4-to-1 in the past, the ratio of campaign donations is now at 8-to-1?in the Republicans? favor (see chart above). Yet the industry has in fact fared better under recent Democratic than Republican presidents, according to a new investment bank report.

In a Sept. 27 note to clients, Oppenheimer?s Fadel Gheit writes that each party has held the White House for half of the last 24 years. Under Democrats, the exchange-traded index of leading oil and gas companies, called XOI, rose an average of 9 percent a year. Under Republicans, the XOI rose 7 percent annually.

ExxonMobil specifically (the industry?s second-largest contributor to Republican causes, with $1.8 million poured into the campaign) has had a 10 percent average annual rise in its share price under Democrats, and 7 percent under Republicans, Gheit writes. (Consumers have fared better under Democrats as well: crude oil prices rose 10 percent a year under Republicans over the last quarter century, compared with 7 percent under Democrats. Natural gas prices rose 6 percent a year under Republicans, compared with just 2 percent under Democrats.)

Yet the industry and its supporters have spent $31.6 million to support Republicans and unseat Democrats in this election cycle, or 89 percent of the $42.6 million spent on all candidates, according to the Center for Responsive Politics, a Washington-based watchdog group. And that is only direct spending on candidates. In addition, the industry and its supporters have poured?$153 million into television ads defending oil, gas and coal, compared with $41 million by clean energy advocates, according a study by The New York Times.

The industry is not only picking on Obama?since 1990, oil and gas companies and their employees have focused some 78 percent of their political contributions on Republican candidates, or $239 million of the $319 million that they spent.

So what explains the industry?s election contribution decisions? In the current election cycle, Republican candidates generally support opening up closed federal land and coastal areas to wide-scale oil and gas drilling; they also by and large support coal mining. Obama and Democrats generally have been big backers of federal support for renewable fuels such as solar and wind, in order to scale back U.S. consumption of fossil fuels.

But that is not everything. There is also ?visceral disdain, beyond dislike? for Obama, John Hofmeister, the former president of Shell USA, told me. ?He?s basically viewed as a know-nothing, empty suit by the industry, using whatever language he needs to so that people think he?s engaged and doing something,? Hofmeister said in an email exchange. ?In meetings with energy executives that I have all the time, it doesn?t take much to get people to a level of angst about Obama that some spit and some just curse.?

With polls showing Obama holding a consistent and growing lead over Republican Mitt Romney, industry leaders are preparing for what comes next, which, if the president does win re-election, apparently will be continued staunch opposition to his energy policies. ?[Oil and gas industry] people will grind their teeth, curse in private and public, say to one another that they?ll have to open their wallets to work against Obama?s efforts, and basically wait him out,? Hofmeister said. ?No one expects him to reach out in victory and offer to work together on the nation?s future energy.?

The industry will take the long view. ?The industry will concentrate on what it does [best]?fight the good fight to resist Obama and his directions,? said Hofmeister, ?and come out the other end in reasonably good shape with momentum on their side because the public will be so upset at the lack of energy leadership that gets us to where we?ll be.?

Baltimore - University Breaks Ground on Nursing Building




Notre Dame of Maryland University recently broke ground on a $15 million, 36,500-square-foot facility for its schools of nursing and education.

The new building will include clinical simulation labs to support its full-time undergraduate nursing program, which began last year, as well as its graduate nursing and RN-to-BSN programs.?The facility is designed to meet requirements for LEED certification.

Funding for the academic building is supported by a $4 million matching grant from the state. A $90,000 grant from the Marion and Henry J. Knott Foundation and a $125,000 grant from the Middendorf Foundation will support the installation of the clinical simulation labs. The project is expected to support more than 200 construction jobs and inject more than $11 million of private funding into the economy.

The nursing facilities are scheduled to be completed in time for the 2014 academic year.

(AP) ? Freedom was at the heart of Belgian designer Raf Simons' debut ready-to-wear outing for Christian Dior ? a confident show that twinned the essence of the 1950's "New Look," with the liberated hemlines of the 1960s.

Simons, a minimalist, is in many ways the stark opposite of Christian Dior, the exuberant house founder who favored longer ankle-length silhouettes.

But Friday's free, liberating display shows that in spirit ? if not perhaps in silhouette ? they meet eye to eye.

Simons took the "New Look" bar jacket, in black, gray and white and sent it down the catwalk often bare-legged, with the hemlines of the sexual revolution.

It was the same rebellious mood with which Christian Dior founded the house in 1947: His long-length "New Look" shocked the fashion world in its indulgent use of material ? a backlash against wartime fabric rationing.

"The foundation of the house is a reaction to restrictions," said Simons. "I wanted to do that too."

Do it, he did ? not forgetting to have fun on the way.

The strongest of the 53 looks were the highly wearable plays on the "bar."

Cheekily, Simons turned it and other jackets into mini dresses ? twinned with black uber-short shorts.

Straight H-lines and ball gowns were truncated, as were flared A-lines, often curved with deceptively complex mixes of pleats and godets a dash of Simons' own signature architecture.

Simons' has been swatting up.

Where Christian Dior loved garden flowers ? here, Raf Simons delved even further into the bushes, bringing back in his jam-jar six sumptuous insect-inspired looks in silk and tulle.

One pink and blue loose A-line used tulle and embroidery to create the translucent veins of an insect wing.

Another beautiful, subtle touch was an orange embroidered organza dress with the delicate patterning of a butterfly wing.

It was details like this that made this collection fly so freely and so high.

Common sense says that if you can stop Cam Newton, you can stop Robert Griffin III. Like Newton was last year in Charlotte, Griffin is the talk of the town in D.C. He's a dynamic playmaker who can do it all. The worry is that Griffin is absorbing too many hits. He was sacked six times last week by the Bengals.

Freeman is still trying to get comfortable with Mike Sullivan/Greg Schiano offense. It hasn't been very imaginative. He hasn't run for any meaningful yards and he looks unsure in the pocket.

Advantage: ?Push

Running backs: ? Doug Martin, LeGarrette Blount, Erik Lorig vs. Al Morris, Evan Royster, Darrel Young.

    Who wins on Sunday?

  • A: Bucs

  • B: Redskins

Schiano keeps promising to get Blount more involved. Maybe he and Sullivan will figure out that teams are putting eight men in the box to stop the run. None of the Redskins backs is as big a threat as Griffin.

Advantage: Tampa Bay

Receivers: Vincent Jackson, Mike Williams, Dallas Clark, Arrelious Benn vs. Pierre Garcon, Josh Morgan, Santana Moss, Fred Davis.

Garcon and Griffin clicked in the first game, but Garcon has been hurt. He's questionable for Sunday.?

The Buccaneers haven't been able to crank up the passing game, but with teams bunching the box to stop the run, it's an option they'll have to use to win football games.

Offensive line: Donald Penn (LT), Carl Nicks (LG), Jeremy Zuttah (C), Ted Larsen (RG), Demar Dotson (RT) vs. Trent Williams (LT), Kory Lichtensteiger (LG), Will Montgomery (C), Chris Chester (RG), Tyler Polumbus (RT).

Occupy protester can't keep tweets from DA

NEW YORK???An Occupy Wall Street protester has lost his latest bid to prevent the Manhattan district attorney's office from using his tweets against him, clearing the way for the judge overseeing the case to unseal the tweets and give them to prosecutors.

In a case that has drawn the attention of electronic privacy advocates, a New York judge denied a request from the protester, Malcolm Harris, to put the tweets on ice while his appeal is pending.

Harris, 23, was arrested along with hundreds of others during a mass march across the Brooklyn Bridge in October 2011 for obstructing vehicular traffic.

Prosecutors subpoenaed Twitter for several months of his tweets, which are no longer available online, to combat his argument that police appeared to lead the protest onto the bridge before turning around and arresting them for walking on the roadway.

Electronic privacy advocates worry a precedent could be set that would make it more difficult for social media users to challenge law enforcement's use of their online words against them.

Twitter and Harris have unsuccessfully fought the subpoena, which has been repeatedly upheld as lawful by Manhattan Criminal Court Judge Matthew Sciarrino. The San Francisco-based company finally surrendered the tweets earlier this month after Sciarrino threatened it with contempt and a hefty fine.

Sciarrino had agreed to seal the tweets until a state Supreme Court judge ruled on Harris' latest request for a stay of Sciarrino's order upholding the subpoena. The judge, Carol Huff, denied the request this week.

Martin Stolar, Harris' attorney, said he was "disappointed" but would continue to pursue other legal challenges.

Sciarrino is reviewing the tweets and will provide to prosecutors those that appear relevant to the criminal case.

Twitter still has an appeal of Sciarrino's order pending in an intermediate appellate court, scheduled to be heard in November.

Harris also has a separate civil action pending, claiming Sciarrino overstepped his authority; prosecutors have asked a court to dismiss that lawsuit as an improper attempt to circumvent the normal appellate procedure.

Harris' criminal trial is scheduled for December.

The case is People v. Harris, Criminal Court of the City of New York, No. 2011NY080152.

In Europe crisis, connection culture stifles youth

(AP) ? Maria Adele Carrai has two master's degrees from Italian universities in economics and Asian languages and is now earning her Ph.D. in international law in Hong Kong. Her linguistic credentials are formidable: Besides native Italian, she has nearly flawless English, a rarity in Italy, as well as French, Arabic, Japanese and Mandarin.

But the 26-year-old from a family of physicians in a small town near the Adriatic Sea, lacks an increasingly crucial key to unlocking the door to work in Italy: a "raccomandazione." It's Italian for the right word from the right person to get you hired, even if you might not be the best one for the job.

As Europe's economic crisis darkens the future of millions of youth, the culture of connections that has lain at the heart of hiring practices in much of the continent is becoming ever more entrenched, even as it harms prospects of recovery. It is blocking young talent or driving it overseas, and contributing to a vicious circle of stagnation that threatens to leave Europe behind in the game of globalization.

"What matters is not how good you are, but who you know," laments Carrai, who first spoke to the AP for a Class of 2012 story on the continent's devastating brain drain. To be sure, having a good connection never hurts, anytime, anywhere. But in much of Europe, especially the crisis-hammered south, it's often the main ticket to economic opportunity: Without one, young people and experts say, there's little chance of being launched on a promising career.

Marco Pacetti, rector of Ancona's Polytechnical University, puts it this way: "In the U.S. ... connections matter, but you'd better be good. In Italy, nobody counts on the one with the connection to have competence, merit."

"That's the difference between a letter of recommendation and a 'raccomandazione,'" Pacetti says with a wry chuckle. In America, "the letter writer takes on the responsibility of sending over someone who is well prepared ? who's not an idiot."

A scandal at Rome's Sapienza, one of Italy's oldest and best-known universities, drives home the point. In a case dubbed "relative-gate," the wife, daughter and son of Sapienza's longtime rector landed prestigious teaching posts despite having limited qualifications. The real shocker came when it emerged that the rector's son passed his cardiology exam thanks to an examining panel made up of three dentists and two dental hygienists.

Spain has its own deep-rooted system of connections ? called "enchufismo." As in Italy, it's an outgrowth of a Mediterranean culture of family networks where members of the clan look out for each other. Many southern Europeans have a practically inbred distrust of the state, often associated with corruption ? and family is the one institution they can count on.

Connections became less critical during Spain's economic boom from the late 1990s until 2008, but are now proving crucial again in a country with unemployment at nearly 25 percent.

"In Spain, you always had 'enchufismo,' but at least in boom times you had access to interviews and work (without connections)," said Maria Astilleros, an unemployed teacher in Madrid. "Since the crisis hit, the interviews have ended and we've gone back to 'enchufismo.'"

Astilleros recently secured her first job interview in two years, with a public relations company, because the owner is a client of her uncle.

Gayle Allard, an American professor of managerial economics at the IE Business School in Madrid, estimated that about 95 percent of jobs in Spain depend on connections.

"It was one of the things that shocked me in Spain," said Allard, "that you could only move around in the labor market with contacts."

The professor said that such an ingrained culture of nepotism has a corrosive effect on economic growth, which is more crucial than ever as Spain reels under staggeringly high youth unemployment of nearly 53 percent. Spain is "definitely not a meritocracy," Allard said. "You're probably not getting the best qualified candidate for a job. You're just getting the candidate with the best contacts."

Class of 2012 member Moira Koffi, who recently completed her studies at the prestigious Sorbonne university in Paris, talks about the importance of connections in France: "If you are recommended by someone, it's the first thing you say: It's how you get a job."

While Koffi, a 22-year-old communications grad, has herself benefited from the system, she still wishes connections weren't so decisive in finding employment. "In the U.S.," Koffi said, "people give you a chance because of what you are."

Sorbonne sociology professor Jean-Francois Amadieu said that 70 percent of French people find a job through personal connections or through an internship ? which itself is usually only possible with the right connection. "Youths from modest backgrounds have great difficulties finding internships compare to those from the middle or wealthy classes because of more restricted family networks," he said.

In Italy, the connections culture "has grown even more with the worsening of the economic crisis," said economist Emiliano Mandrone. He's well-positioned to know: Every year, Mandrone helps prepare a state-funded telephone survey of some 40,000 citizens to learn how Italians find their jobs.

"The issue of 'raccomandazioni' isn't, do you find work or don't you," said Mandrone. "Rather, the problem is, you take work away from someone who is better."

Mandrone said the price of the "raccomandazione" system to Italian society and economy has not been quantified in financial terms, but it's clearly "huge."

Italy's connections culture has long been blamed in large part for spurring the "brain drain" of many of Italy's best and brightest. The Institute for Competitiveness, a non-profit Italian think tank, recently estimated that brain drain costs Italy some euros 1.2 billion (more than $1.5 billion) annually in terms of lost patent and other royalties from inventions that highly qualified emigrants from Italy developed while working abroad.

In Greece, ground zero for Europe's financial crisis, a vast connections-based political machine is seen as a major factor in the economic implosion. In return for votes, the major parties slotted job seekers with political connections into cushy bureaucratic jobs ? with little experience or qualifications.

The result: When the financial crisis erupted in late 2009, the government didn't even know how many people it had on its payroll or how much it was paying them.

Germany may be an exception to the trend of European talent taking flight or being stymied in realizing professional dreams. In former communist East Germany, who you knew in the party apparatus was very important to climbing the economic ladder. But in today's united Germany, connections are not seen as a major part of corporate culture.

Class of 2012 member Lutz Hentschel, 27, who completed his master's in electrical engineering earlier this year, sent out about 40 applications before landing a job in Berlin developing electrical circuits for elevators.

During his job hunt, he said, he was once interviewed for a job that ultimately went to a less qualified applicant who knew the interviewer.

But, in Germany, said Hentschel, "if you are qualified, you will get a job in the end,"

Britain grapples with another longstanding system of patronage ? its "old school tie network" that conjures up images of men sporting school blazers or hobnobbing in exclusive gentleman's clubs. While Britain has made great strides in becoming more meritocratic, complaints remain rife that access to prestigious jobs often relies on upper-crust social background and education.

In southern Europe, however, the culture of "raccommandazioni" permeates all social classes and sectors ? from landing a job in a bank to winning a building contract.

Carrai, the linguist and aspiring international law expert, ruefully learned how much connections count even in the rarefied world of academia. She moved to Hong Kong to escape the stifling atmosphere of university nepotism: "I saw how it worked. I didn't want to stay in Italy and stick with this system."

"'Raccomandazioni' are to a certain degree a normal, human," she said. But cross a certain line "and it becomes corruption."

Work by Mass. lab could taint 1,100 inmates' cases

BOSTON (AP) ? Faced with the daunting task of evaluating more than 34,000 drug cases handled by a Massachusetts chemist accused of misconduct, prosecutors and defense attorneys are starting with 1,140 cases of people who are already serving prison sentences based on potentially tainted evidence.

David Meier, a defense attorney and former prosecutor appointed to help sort through the legal quagmire created by the chemist's alleged actions, on Monday turned over a list of 690 people currently serving sentences in state prisons and 450 who are currently serving sentences in county jails. Samples in all of the cases were tested by chemist Annie Dookhan, who state police say failed to follow testing protocols and deliberately mishandled evidence in some cases.

Meier said it is unclear how many of those samples might have been tainted by Dookhan's actions, but said both sides want to deal first with people who are already in prison.

"That is our first priority, people who are presently incarcerated," he said.

Meier said lawyers in those cases will now have to work out resolutions on a case-by-case basis.

"The merits and any alleged issues in any one of those cases is for prosecutors and defense attorneys and judges to determine," he said.

State police have said Dookhan was involved in testing more than 60,000 drug samples involving about 34,000 defendants during her nine years at the Boston lab. Dookhan resigned in March during an internal investigation by the state Department of Public Health, which ran the lab until state police took over on July 1 as part of a budget directive.

Meier, who was appointed by Gov. Deval Patrick last week, met Monday with a group of district attorneys, defense attorneys and public safety officials. After the meeting, Meier said he turned over a list of currently incarcerated defendants whose cases were worked on by Dookhan, either as the primary chemist, who performs an initial test on a drug sample, or as the secondary chemist, who performs a second, confirmatory test.

The list does not include thousands of people who are currently awaiting trial, are on probation or are serving federal sentences in cases in which Dookhan tested drug samples.

Since the lab was closed last month, judges in Suffolk and Norfolk counties have already begun to hear motions filed by defense attorneys seeking bail reductions for drug defendants awaiting trial in cases handled by Dookhan. Prosecutors have agreed to many of those motions, citing possibly tainted evidence.

Dookhan hasn't been charged, but the state attorney general's office is conducting a criminal investigation.

On Monday, a judge in Boston agreed to put the sentences of career criminal David Huffman on hold and set bail for him at $75,000 cash, with GPS monitoring. The 55-year-old Huffman had pleaded guilty in August to trafficking in heroin and cocaine, possession of oxycodone with the intent to distribute and unlawful possession of ammunition and a firearm as an armed career criminal He began serving concurrent seven- to 10-year sentences last month.

Huffman's lawyer, Bernard Grossberg, said the next step will likely be for the defense to ask that Huffman be allowed to withdraw his guilty plea.

"He would not have pleaded guilty to the gun charges if it was not part and parcel of his plea on the drug charges," Grossberg said.

Jake Wark, a spokesman for Suffolk District Attorney Dan Conley, said prosecutors opposed the motion to put his sentence on the gun charges on hold. He said the gun evidence was tested in a different lab and was unaffected by the drug lab scandal.

"This is an individual who's been involved in just about every type of property and violent crime over the course of 40 years. He is a mid-tier narcotics distributor and was a plague on the community," Wark said.

"We believe the judge should have treated the two cases separately," he said.

Dookhan has not responded to repeated requests for comment. Her father, Rasheed Khan, told The Associated Press that she had been "bullied and abused," but he would not say by whom.

"No one has heard her side of the story," Khan said outside his home in Kissimmee, Fla., on Saturday.

State police have said Dookhan failed to follow testing protocols and deliberately mishandled evidence in some cases.

In a letter sent to defense attorneys earlier this month, Max Stern, the president of the Massachusetts Association of Criminal Defense Lawyers, said he was told during a meeting with state officials that Dookhan was accused of deliberately tampering with evidence, including the weight of drug samples, which can affect the length of sentences given to drug defendants.

Cuba?s prenatal program improves low birth weights

ScienceDaily (Sep. 24, 2012) ? Comprehensive prenatal care can decrease the rate of low birth weights, according to a study led by Dr. Yasmin Neggers, a University of Alabama researcher and professor of human nutrition and hospitality management.

Neggers and her colleague, Dr. Kristi Crowe, UA assistant professor of nutrition, traveled to Havana, Cuba during February 2012 to conduct research on the relationship between comprehensive prenatal care and rate of low birth weight in this developing country.

Low birth weight, or LBW, -- less than five and a half pounds at birth -- is a significant factor affecting neonatal mortality and predictor of newborn health.

Neggers, whose main research focus is nutrition during pregnancy, was intrigued by Cuba's low rate of LBW.

"Cuba, being a third-world, developing country, has a LBW rate that is half that of Alabama. It was kind of surprising."

She and Crowe, assistant professor of nutrition, looked at the factors that are usually linked to low birth weight such as smoking, gaining weight during pregnancy and alcohol intake.

All of those factors were not in Cuba's favor.

"All the typical risk factors that cause low birth rate are better in the United States and Alabama," Neggers said. "So, we looked at prenatal care, the care before and during pregnancy, and there was the difference. Prenatal care in Cuba is so much better than typical U.S. care, especially compared to Alabama."

Pregnant women in Cuba are provided free prenatal visits to their doctors very frequently, get adequate and regular screenings and health checks, including vitamin and mineral supplements, and get the proper remedies if something is amiss.

"Here, especially in poor and rural counties, prenatal care is often infrequent, and only half of the women get adequate prenatal care. Some just go to the emergency room to have the baby -- they never have any prenatal care."

Working with faculty at the University of Havana and the Cuban Institute of Nutrition and Hygiene, Neggers and Crowe are developing a proposal for further research.

Raiders' new coach among rising stars

In many respects, Dennis Allen is a lot like the head coach he will face today when the Oakland Raiders team he has been entrusted to run faces the Steelers.

At 39, Allen is the youngest head coach in the NFL, much like Mike Tomlin was when he was hired at 34 to replace Bill Cowher in 2007.

And, like Tomlin, Allen was considered a rising star in his profession, an assistant coach on the fast path to success even though he had been a defensive coordinator for only one year -- just like Tomlin.

"He is one of the sharpest guys that I've been around," former Dallas Cowboys personnel director Gil Brandt said. "He is really, really good and he is very active. I'm really impressed with him. I think the guy is a star in the making."

But there is one very significant difference between Allen, who is still waiting for his first NFL victory, and Tomlin, who has been to two Super Bowls with the Steelers, winning one:

Allen was hired to turn around a franchise that has been the model of instability, an organization that has had seven head coaches in the past 10 years, including three in the past four.

Tomlin, however, is maintaining the model of success for a franchise that has had just three head coaches in the past 43 years, an organization so stable the Raiders look like desert drifters by comparison.

"That's a system," said former Kansas City Chiefs coach Herm Edwards, an ESPN analyst. "That's what so unique about Pittsburgh and New York and New England and Green Bay, even Houston, where they haven't changed coaches. They have a philosophy and they draft players that way. In the end, it's the same guy."

The Raiders are hoping to change their philosophy in the post-Al Davis era. And they're hoping to change it with a defensive-minded coach whose hiring just might be symptomatic of what's transpiring in the NFL.

A new philosophy

Allen is not just the youngest head coach in the league. He is also the first defensive-oriented coach the Raiders have hired since Hall of Famer John Madden.

In between, the Raiders have had 12 head coaches. All had offensive backgrounds.

The list includes Tom Flores, the only coach other than Madden to win a Super Bowl with the Raiders (1980, 1983); Art Shell, the only head coach to have two tenures with the team; and Jon Gruden. The most recent head coach to take the Raiders to the playoffs was Bill Callahan, who lost to Tampa Bay -- coached by Gruden -- in Super Bowl XXXVII in the 2002 season.

General manager Reggie McKenzie is trying a different approach with Allen, who was the defensive coordinator for only one season with the Denver Broncos. He has the daunting task of turning around a franchise that has had nine consecutive seasons without a winning record.

Facing former defensive coordinators who have become head coaches in the past four years is nothing new for the Steelers.

They opened the season in Denver against John Fox, who is in his second season with the Broncos, and beat the Jets and head coach Rex Ryan, the former defensive coordinator with the Baltimore Ravens, 27-10, a week ago.

"It's a great opportunity to get to work here in Oakland," Allen said the other day. "I think it's one of the top franchises in all of sports. I am excited about the opportunity, and we are going to continue to work to try to get the Raiders back to the type of team people were used to seeing in the 1960s, '70s, '80s and even into the '90s."

The reversal of philosophy by the Raiders to hire a defensive-oriented coach might be part of a trend by the rest of the league.

Of the seven new head coaches hired in 2012, five have backgrounds rooted in defense -- Allen, Jeff Fisher in St. Louis, Chuck Pagano in Indianapolis, Romeo Crennel in Kansas City and Greg Schiano in Tampa Bay. The only offensive-oriented coaches hired as head coaches this year are Mike Mularkey in Jacksonville and Joe Philbin in Miami.

Compare that to 2011 when five of the eight head coaches hired were former offensive assistants -- Pat Shurmur in Cleveland, Mike Munchak in Tennessee, Jason Garrett in Dallas, Jim Harbaugh in San Francisco and Hue Jackson in Oakland.

Or 2010 when two of the three new hires were coaches whose signatures were developing quarterbacks and orchestrating offenses -- Mike Shanahan in Washington and Chan Gailey in Buffalo. Even the other head-coaching hire that year -- Pete Carroll in Seattle -- was made because of his reputation for having high-octane offenses in college at Southern California.

"You generally replace the guy opposite of what you had," said Edwards, who began his coaching career on the same staff with Cowher and Tony Dungy under Marty Schottenheimer with the Kansas City Chiefs. "You think you have to change your philosophy, so that's what you do. All of a sudden, it's a new philosophy, whether it's offense or defense, and then it all boils down to the players fitting the system. Can he get them to play what he likes for them to do?"

And so it is with the Raiders.

Not since 2009, when six of the 11 new head coaches had defensive backgrounds, has the league seen so many defensive-oriented coaches entrusted with turning around a franchise. Curiously, though, only two coaches from that class remain -- Rex Ryan with the New York Jets and Jim Schwartz of the Detroit Lions. Both were former defensive coordinators. One of those who were fired: Steelers offensive coordinator Todd Haley by the Chiefs.

In a league where offenses are putting up record passing numbers, are teams now looking to hire coaches who have the background to stop them?

"I think that's a theory," said Brandt, who does a radio show for Sirius Satellite Radio and is an NFL.com contributor. "I don't think we're ever going to slow down the offenses. We're too good at throwing the ball."

Brandt pointed out that in 1956, none of the four quarterbacks who would eventually go into the Hall of Fame -- Bobby Layne, Y.A. Tittle, Norm Van Brocklin and Johnny Unitas -- completed more than 60 percent of their passes or threw more touchdowns than interceptions.

Last year, 18 of the top-rated 33 passers completed more than 60 percent of their passes and 25 of the 33 had more touchdowns than interceptions.

"I don't think it's a trend," Brandt said about hiring more defensive-minded head coaches. "I think it just happens that way. Some years there are more defensive guys and some years there are more offensive guys.

"Today, it's so much different than it used to be. They got 21 coaches on some teams today."

'Hire the best guy'

The Steelers, of course, are the template for coaching stability, having hired just three head coaches since 1969 -- Chuck Noll, Cowher and Tomlin. And it might not be a coincidence that all three had backgrounds as defensive assistants.

The Rooney family did not look for a change of philosophy when hiring a coach, as some teams do to change their fortune. They found the person who fit their philosophy.

Nobody understands that better than Haley, who was hired this year after being let go as head coach in Kansas City.

Haley was hired by the Chiefs in 2009 to replace Edwards, who had won just two of his final 25 games. Edwards was a defensive-minded coach who was also considered a player-friendly coach. Haley was the opposite -- an offensive coordinator with the Arizona Cardinals who was known to have sideline confrontations with his top players.

When Haley was fired, the Chiefs went back the other way. They promoted Crennel, a defensive-minded coach who, like Edwards, is considered player-friendly.

"Those teams are the ones who are searching a lot," Haley said. "You hire the best guy for your organization, like they did here. The Steelers generally do it right. They hire the best possible fit for their team, who you think will be the best leader for your team. It ain't happening by accident."

The Steelers went outside their organization to hire Tomlin, who had been the defensive coordinator for the Minnesota Vikings for one season. They did the same with Cowher, who was the defensive coordinator in Kansas City; and Noll, who was a secondary coach with the San Diego Chargers.

Like a lot of defensive coordinators-turned-head coach, Tomlin did not come in and call the plays for the Steelers defense. In his case, he didn't have to because the team already had defensive coordinator Dick LeBeau in place.

Some, like Ryan, have done that. Lovie Smith did it for a brief period in Chicago. But Marvin Lewis, who ran one of the best defenses in NFL history with the Ravens, has never done it in 10 seasons as the head coach with the Cincinnati Bengals.

Allen will not do it, either. He leaves the defensive signals to his coordinator, Jason Tarver. The other new head coaches who were defensive coordinators are doing the same.

The situation is a little different in St. Louis where Fisher's coordinator, Gregg Williams, is serving an indefinite suspension for his role in Bountygate when he was with the New Orleans Saints. Blake Williams, Gregg's son, is calling the plays with input from Fisher, assistant head coach Dave McGinnis, and secondary coach Chuck Cecil.

And, in Tampa Bay, Schiano leaves the play-calling to defensive coordinator Bill Sheridan, though he has a say when the team blitzes and, of course, made the call to go after Eli Manning on the kneel-down play.

"I have to be careful here, but he reminds me a lot of Landy," said Brandt, referring to former Cowboys coach Tom Landry, with whom he worked for 29 seasons. "He has a really good grasp of everything. It doesn't matter if it's offense, defense or special teams. These days, a lot of coaches know offense well or defense very well, but not a lot know a lot of the nuances about offense, defense and special teams. I think this guy is going to be a very, very good coach."
