(AP) ? Victoria Justice recently dropped a soundtrack for her hit Nickelodeon series "Victorious," but she's also in the process of developing her own sound as a solo act.

"I want to write music that's going to appeal to everyone," Justice said in a recent interview. "As far as production, I don't think I've quite found my sound yet ... I want to work with producers who are unique and have a different sound."

Justice, 19, says she's unsure when she'll release her own material, but "Victorious 2.0" ? the show's second soundtrack ? debuted at No. 18 on the Billboard charts this month. Justice co-wrote some of the tracks, which also features her cast mates, and said making music for the show is helping her grow as an artist.

Currently in its third season, "Victorious" airs Saturdays. She said despite the show's young nature, the soundtrack is for all ages.

"It's just not kid's music. A lot of the lyrics are actually smart and sophisticated," she said.

The entertainer said her musical influences range from Britney Spears to Carole King. The teen only had six days off last year, and her schedule will get even busier when she launches her tour Aug. 2 in Costa Mesa, Calif. It wraps up Sept. 14 in Allegan, Mich.

"I want my sound to be different from the music that's been on 'Victorious,'" she said. "I want there to be a distinction between 'Victorious' songs and Victoria Justice songs."

Justice will expand her brand when she appears opposite Chelsea Handler and Johnny Knoxville in the film "Fun Size," the directorial debut by "Gossip Girl" and "The O.C." creator Josh Schwartz.

In the film, Justice's character hopes to attend New York University, but in real life she says she doesn't have plans to go to college.

"To be honest with you I'm so busy," she said. "I don't have any time to think about college right now. I feel like maybe down the road I might take online college courses in subjects I'm interested in like English and psychology."

The film is in theaters Oct. 12.

Space tornadoes power the atmosphere of the Sun

ScienceDaily (June 28, 2012) ? Mathematicians at the University of Sheffield, as part of an international team, have discovered tornadoes in space which could hold the key to power the atmosphere of the Sun to millions of kelvin.

They are more than 1,000 miles wide -- hundreds of miles longer than the total distance between Land's End to John O'Groats. It is estimated that there are as many as 11,000 of these swirling events above the Sun's surface at any time.

Applied mathematicians from the University of Sheffield (Professor Robertus Erd?lyi -senior author, and Dr Viktor Fedun) collaborating with the University of Oslo in Norway (Drs Sven Wedemeyer-B?hm -- first author, Eamon Scullion -- a Sheffield ex-postgraduate, Luc Rouppe van de Voort), Kiepenheuer Institute for Solar Physics of Freiburg, Germany (Dr Oskar Steiner), and Uppsala University in Sweden (Jaime de la Cruz Rodriguez), say the solar tornadoes carry the energy from the energy reservoir below the Sun's surface, called the convection zone, to the outer atmosphere in the form of magnetic waves.

Professor Robertus Erd?lyi (a.k.a von F?y-Siebenb?rgen) Head of the Solar Physics and Space Plasma Research Centre (SP2RC) of the University of Sheffield's School of Mathematics and Statistics, said: "If we understand how nature heats up magnetized plasmas, like in the tornadoes observed in the Sun, one day we may be able to use this process to develop the necessary technology and build devices on Earth that produce free, clean, green energy. Because of our collaborative research it looks an essential leap forward is made towards unveiling the secrets about a great and exciting problem in plasma-astrophysics and we are getting closer and closer to find a solution.

"We report here the discovery of ubiquitous magnetic solar tornadoes and their signature in the hottest areas of the Sun's atmosphere where the temperature is a few millions of degree kelvin, about thousands of kilometers from the Sun's surface. This is a major step in the field."

Professor Robertus Erd?lyi added: "One of the major problems in modern astrophysics is why the atmosphere of a star, like our own Sun, is considerably hotter than its surface? Imagine, that you climb a mountain, e.g. a Monroe in the Scottish highlands, and it becomes hotter as you go higher and higher. Many scientists are researching how to "heat" the atmosphere above the surface of the Sun, or any other star.

"It is understood that the energy originates from below the Sun's surface, but how this massive amount of energy travels up to the solar atmosphere surrounding it is a mystery. We believe we have found evidence in the form of rotating magnetic structures -- solar tornadoes -- that channel the necessary energy in the form of magnetic waves to heat the magnetized solar plasma. It is hoped that the process could be replicated here on Earth one day to energize plasma in tokamak that are believed to be a future device to produce completely clean energy."

Scientists viewed the solar tornadoes in the outer atmosphere of the Sun, stretching thousands of miles from the giant star's surface by using both satellite and ground-based telescopes. They then created 3D-layered sequence of images of the tornadoes and simulated their evolution with state-of-the-art numerical codes using the magnetic imprints detected by their high-resolution, cutting-edge telescopes.

Cape Cod bear caught in Boston suburb

He's baaack: A male black bear captured on Cape Cod earlier this month, where it was tranquilized and moved to central Massachusetts, showed up again on Tuesday just six miles from downtown Boston.

State officials said they had captured the bear in a tree in the Chestnut Hill area of Brookline, just west of Boston, and confirmed it was the same bear which roamed the Cape for about two weeks before being captured and relocated on June 12.

The bear was identified by a tag placed in its ear. It had probably traveled about 100 miles.

"Because this bear was in a highly congested urban area, an interagency Large Animal Response Team was deployed to the area," said the Massachusetts' wildlife agency, known as MassWildlife.

The 180-pound bear was then shot with a tranquilizer dart by the Environmental Police. Later, MassWildlife officials transported the animal to a remote location in western Massachusetts, about 150 miles away.

The Boston Globe reported that the bear was spotted in a white pine tree in the backyard of Alan Leventhal, chief executive of Beacon Capital Partners, one of the largest real estate investment trusts in the United States, and on Boston University's Board of Trustees.

The agency said that black bear sightings have been reported in a number of towns west and south of Boston recently but could not confirm that all sightings were the same bear.

The Brookline Police Department tweeted photographs of the bear in the tree, with a caption that was a twist on the classic children's book "Brown Bear, Brown Bear, What Do You See":

"Black bear, black bear what do you see? I see Brookline police looking at me."

The so-called Cape Cod bear was first spotted May 27 in the Cape Cod area, the easternmost part of the state. State wildlife officials think the bear swam across the Cape Cod Canal from the mainland.

The Massachusetts bear population was last estimated at 3,000 in 2005, with most bears in northwest and western parts of the state, including the Berkshires region.

The black bear population has been slowly growing and expanding its range into eastern and southeastern Massachusetts, state officials said. Of the three species of bear found in North America, the American black bear is the smallest.

The Truth: I am not really sure why people are so worried about protein. The Truth: The key to anything in life starts with a little bit of planning. Myth: Drinking energy drinks is the best way to get energized

The Truth: Hmmm. Energy drinks might make you feel a short burst of energy, but it doesn?t last. Loaded with caffeine, these drinks are not recommended for children or pregnant or lactating women. (AP) ? Officials in Stockton said Tuesday that mediation with creditors has failed, meaning the Central California city is set to become the largest American city ever to declare bankruptcy.

City Manager Bob Deis said officials were unable to reach a deal to restructure hundreds of millions of dollars of debt under a new state law designed to help municipalities avoid bankruptcy.

Monday marked the three-month deadline for negotiations.

"Unfortunately we have no comprehensive set of agreements with our creditors that would eliminate the deficit and avoid insolvency," Deis said at a City Council meeting. He said, however, that the city was still negotiating with some creditors and could reach deals with as many as one-third of them.

"We think Chapter 9 protection is the only choice left. If we get any agreements, those will be honored in Chapter 9," Deis said.

The Council was expected to vote later Tuesday on a special bankruptcy budget to plug next year's anticipated $26 million deficit, and city lawyers could file for Chapter 9 protection in court as soon as Wednesday.

The river port city of 290,000 in Central California has seen its property taxes and other revenues decline, while expensive investments and generous retiree benefits drained city coffers.

In the past three years, officials in the city that was slammed by the collapse of the housing market dealt with $90 million in deficits through a series of drastic cuts.

They eliminated one-fourth of the city's police officers, one-third of the fire staff, and 40 percent of all other employees. They also cut wages and medical benefits.

To plug next year's anticipated $26 million shortfall, the proposed budget would suspend payments for debts and legal claims, reduce payments for retiree medical benefits, further cut some pay and benefits, and increase revenue through code enforcement and parking citations.

The proposed budget includes no major service reductions, Deis said earlier.

"The whole purpose of filing Chapter 9 is to avoid an uncontrolled chaotic situation," he said. "Bankruptcy provides the equivalent of a pause button. It retains services and provides structure so you don't have a bunch of lawsuits."

In a standing-room only chambers Tuesday, former city employees told council members about their life-threatening medical conditions and said benefit cuts meant they would effectively lose their health insurance.

"For me, bankruptcy might as well be a life sentence," said Gary Jones, a retiree who used to be a police officer in Stockton and said he was diagnosed with a brain tumor.

Other residents complained about plummeting property values, and recurring break-ins and robberies.

"The average citizen will not put up with this. Their home prices have plummeted, they have no jobs, a lot of people are getting fed up so that they have to resort to crime." said Gregory Pitsch, a 22-year-old unemployed resident who made an unsuccessful run for mayor. "I'm asking you to make the right decision, not destroy the property values in this city, which bankruptcy will do."

But city officials say Stockton has run out of options. In recent years, thousands of new homes mushroomed in Stockton, part of a suburban housing boom that attracted buyers from the San Francisco Bay area and beyond.

When the economy crashed and the construction bubble burst, Stockton was battered by foreclosures and lost income from property taxes and other fees.

Multi-year labor contracts for city workers carrying escalating costs and generous retirement plans added to the burden.

In addition, expensive city investments ? a promenade, sports arena and hotel ? failed to produce an economic boon.

The unemployment rate has doubled in Stockton over the past decade and now hovers around 16 percent. One-fifth of residents live below the poverty line, and the city has twice topped Forbes magazine's list of "America's most miserable cities."

Under a bankruptcy filing, officials would retain power over day-to-day city operations and staffing, but a judge would take over all decisions concerning the city's debts, said Robert Benedetti, professor of political science at the University of the Pacific in Stockton.

The judge would decide which creditors should be paid, how much and in what order. He would make allowances for expenditures needed by the city to function, and it would be up to city officials to decide how to spend that money.

"One of the reasons a city might want to go the bankruptcy route is that they don't want a situation where they have to pay out debts and have to close the police or fire department," Benedetti said. "Filing for Chapter 9 means you're asking the court to protect you against lawsuits from people who hold your debt."

Stockton's bankruptcy would make it the largest city by population to file for Chapter 9 protection, according to Jim Spiotto, a Chicago bankruptcy lawyer who tracks such cases. He said Bridgeport, Conn., was the largest city to file for bankruptcy, which it did in 1991, followed by Vallejo, Calif., which filed in 2008.

Jefferson County in Alabama is the largest local government bankruptcy filing to date in terms of the size of its debt. It occurred in November 2011 and was followed by Orange County, Calif., in 1994.

If a judge approves a bankruptcy plan, money to pay creditors would come from Stockton's general fund, which pays chiefly for public safety, including police and fire protection.

Experts say the bankruptcy filing, while protecting the city from catastrophe in the short run, should not be seen as Stockton's panacea.

"Bankruptcy won't take away Stockton's underlying financial problems, one of which is the economy, the high unemployment rate and the high foreclosure rate," Benedetti said. "It will take years for them to come out of this."

Stockton was the first city to test a new state mediation law, Assembly Bill 506, which is less than 6 months old.

Under the law, municipalities considering bankruptcy must first negotiate behind closed doors with creditors for up to three months, with the goal of settling debts without filing for Chapter 9 protection.

Stockton officials have said that even with a bankruptcy, they are optimistic. They point to Vallejo, a smaller California city that filed for Chapter 9 protection in 2008 and emerged from bankruptcy last year.

"Vallejo is leaner, smarter and they've got the confidence of their citizenry," Deis said. "I think Stockton will be doing the same."

Benedetti said Stockton has some things going for it: An excellent location, successful inland port and good university.

"It has some promising economic resources, so it's not all down and out," he said.

?New York: Women who go through in vitro fertilization (IVF) early in life are at a higher risk of developing breast cancer compared to those who don?t undergo the treatment, according to an Australian study. But the findings, based on a study of more than 21,000 women and published in the journal Fertility and Sterility, cannot determine whether IVF contributed to the cancers or whether something else could explain the risk.

?I don?t think it?s a huge increased risk that you should worry or panic (about),? said Louise Stewart, the study?s lead author and a researcher at the University of Western Australia in Crawley. She added, however, that the findings did show a link between the two and doctors should keep that in mind. For the study, Stewart and her colleagues collected information on 21,025 women between the ages of 20 and 40 who went through fertility treatment at the hospitals of Western Australia between 1983 and 2002. They were able to piece together enough data to follow the women for some 16 years to see if they developed breast cancer.

Roughly 1.7 percent of the 13,644 women who only used fertility drugs without IVF ended up developing breast cancer by the end of the study. That figure was about two percent for women who used fertility drugs and underwent IVF ? a difference that researchers said wasn?t statistically significant. When they divided the women into different age groups, though, that changed.

Women who started taking fertility drugs around their 24th birthday and went through IVF had a 56 percent greater chance of eventually developing breast cancer compared to those in the same age group who only went through fertility treatments without IVF. But there was no increased risk for women who started fertility treatments when they were about 40 years old, regardless of whether they had IVF or not.

Stewart told Reuters Health that a possible reason that younger women see an increased risk of breast cancer is that they are exposed to higher levels of circulating estrogen during their cycles of IVF treatment. ?The development of breast cancer is linked to estrogen exposure and the longer one is exposed, the greater the risk,? said Linda Giudice, president-elect of the American Society of Reproductive Medicine, in a statement.? ?In an IVF cycle there is a short, but significant elevation in circulating estrogen, and whether this is linked to the observations found in the study is not clear at this time.? Stewart added that another explanation could be that younger women who undergo IVF may be different in some significant way from those who only have other types of fertility treatment.

?If, for example, younger women who had IVF were more likely to have a specific cause of infertility, and this was related to an increased risk of breast cancer, then it would appear that IVF was related to breast cancer when in fact it was the type of infertility that was more common in women who had IVF,? she said. She emphasized that this is just speculation, adding that the data used in the study didn?t include information about the women?s causes of infertility ? and that the current study?s results need to be confirmed by future research.-Reuters

Egyptian president moves into Mubarak's old office

CAIRO (AP) ? As Mohammed Morsi moved Monday into the presidential office last occupied by Hosni Mubarak, the contours emerged Monday of a backroom deal that led Egypt's powerful military council to bless the Islamist as the country's first freely elected head of state.

The complex web of issues still to be hammered out range from what to do about the dissolved parliament and the drafting of a new constitution to who will head the Cabinet and hold the key defense and foreign ministries.

Still, the country breathed a sigh of relief that at least the question of who won the presidential runoff had been resolved on Sunday when Egypt's election commission officially recognized the 60-year-old U.S.-trained engineer as the first civilian and the first Islamist to hold the post.

People returned to work a day after a panic sent many home early for fear that violence might erupt when the winner was announced. Traffic was flowing again through Cairo's Tahrir Square, the birthplace of last year's uprising, which had been blocked by Morsi supporters protesting against the military's power grab.

Newspapers were brimming with upbeat headlines, after a week of rumors and scaremongering. "Morsi president on orders from the people: The revolution reaches the presidential palace," said a banner headline in independent daily Al-Shorouk.

Still, Morsi's recognition as president-elect does not resolve the larger standoff between the generals and his Muslim Brotherhood over the institutions of government.

After the generals stripped the presidency of most of its major powers in recent weeks, Morsi takes office without a clear picture of his authorities or what he can do to resolve Egypt's most pressing issues, including restoring stability and security, and improving the struggling economy.

Morsi narrowly defeated Ahmed Shafiq, Mubarak's last prime minister and a former air force general, in a race that deeply polarized the nation and threatened to unleash violent protests. Now he faces a daunting struggle for power with the still-dominant military rulers who took over after Mubarak's ouster in the uprising.

State TV showed footage of Morsi meeting Monday with the ruling military council headed by Field Marshal Hussein Tantawi, who was Mubarak's defense minister for 20 years. The TV quoted Tantawi as saying the military will "stand by the elected, legitimate president and will cooperate with him for the stability of the country."

Morsi also met with the military-backed Prime Minister Kamal el-Ganzouri, who resigned Monday and was asked to head a caretaker government until Morsi nominates a new one.

Lawmakers and mediators were tightlipped about the details of the negotiations, although they acknowledged that a few round of talks with the generals took place last week and are ongoing ? a sign that much remains undone.

"There is a political settlement initiative that takes everyone's concerns into account," said Muslim Brotherhood member and lawmaker Sobhi Saleh.

But deep mistrust remains. The ruling generals have stacked their side with a maze of legal tools that strengthen their negotiating position, while the Brotherhood must tread softly: The talks can easily blow up into wider social discontent if the Islamist group appears to be looking out only for its own partisan interests and trying to entrench its grip on power.

Emad Abdel-Ghaffour, the head of the ultraconservative Islamist party Al-Nour, said in the week between the June 16-17 presidential runoff and the announcement of the winner on Sunday, many politicians tried to mediate between the Islamists and the generals.

"There was an easing (of tension)" when the elections results came through, he said. But discussions are still under way to clarify the authorities of the president and the military. And one of the immediate sticking points is the dissolution of the Muslim Brotherhood-dominated parliament by a court order, days before the presidential runoff.

As polls closed on June 17, the ruling Supreme Council of the Armed Forces announced constitutional amendments that shocked the Brotherhood and many other political activists who took part in the uprising 16 months ago.

The ruling generals gave themselves sweeping powers that undercut the authority of the president. That followed a government decision that granted military police broad powers to detain civilians. The military council, which promised to transfer power to an elected leader by July 1, said the moves were designed to fill a power vacuum and ensure that the president doesn't monopolize decision-making until a new constitution is drafted.

Two days before the runoff, a court packed with judged appointed by the Mubarak regime also dissolved the country's first freely elected parliament, which was dominated by Islamists. The military council followed by declaring it was now in charge of legislating.

Closed-door meetings between Brotherhood members and the ruling generals as well as mediation from different groups, including pro-reform leader Mohammed ElBaradei, aimed at easing the crisis and defusing a political stalemate.

Brotherhood members said the election results, delayed for four days, were held up by authorities as a bargaining chip to reassure the generals in the face of mounting Brotherhood opposition to the military's tightening grip and the group's rise to power.

Former presidents were sworn in by parliament. But with the parliament dissolved, it was not clear where Morsi will be sworn in. Authorities say he could be sworn before the country's highest court, but his supporters are pressing for parliament to be reinstated, arguing that the court decision only disputed a third of the house's seats.

Abdel-Ghaffour said discussions with the generals centered on the Brotherhood's argument that only the disputed third of parliament be dissolved because it was that portion that was elected based on articles deemed unconstitutional. Independent and party members competed for a third of the 498-seat house, which the court said violated rules of equality between candidates.

Brotherhood lawyers say another court, Egypt's highest administrative court, is likely to back their claim.

"This is likely to happen," said Abdel-Ghaffour, whose Islamist party won 25 percent of the dissolved parliament seats in addition to the Brotherhood's nearly 50 percent. "A third of parliament can be dissolved and re-elected in 75 days."

The speaker of the dissolved parliament met with the No. 2 general on the military council, Chief of Staff Gen. Sami Anan, twice since the court decision on June 14.

Abdel-Ghaffour also said talks centered on reassurances the generals were seeking regarding the Brotherhood's control of the new government, including demands that Morsi appoint a prime minister who is a technocrat from outside the Brotherhood.

The stickier issue of drafting the constitution was also raised as well as fears over who controls the key foreign and defense ministries. The generals' new declaration ensures the military appoint the defense minister and control all issues regarding military personnel.

Before parliament was dissolved, a panel appointed by the legislature was supposed to be in charge of drafting the new constitution which would determine the role of Islam in legislation, Egypt's future political system and the role of the military.

In the recent power grab, the ruling generals gave themselves, the prime minister, judges or a fifth of the panel members the right to veto details of the constitution that will be drafted, curbing the powers of Islamists to control the process. The parliament-formed panel is expected to meet Tuesday, and Abdel-Ghaffour said it is expected to continue its work.

"Both sides want reassurances," Abdel-Ghaffour said. "But there is a will for the caravan to keep moving," he said, using an Arabic expression.

Brotherhood officials said protests will continue until the military responds to their demands.

Saad Emara, another Brotherhood lawmaker, said allowing the military to determine these posts will further erode the authority of the president. "They are hardening their position," he said. "Our presence in the square as protesters is the best negotiating card."

Scott MacLeod: Egypt's Democratic Triumph

Mohammed Morsi's victory over Ahmed Shafik in the Egyptian presidential election is a political triumph for the Muslim Brotherhood, a banned organization for most of the years since the country became a republic in 1953. It is likewise an important victory for Egyptian and Middle East democracy. Having edged perilously close to the brink of political chaos in recent weeks, due to repeated bungling of the transition process, Egypt has taken a very significant stride forward.

Morsi and his group have earned a substantial role in Egyptian public life. The Muslim Brotherhood has borne the brunt of state repression throughout the regimes of Gamal Abdel Nasser, Anwar Sadat and Hosni Mubarak. Its leaders and members persevered against difficult odds. They managed to create a strong grassroots movement that provided social services and gave a voice to the voiceless. They provided some hope during long, dark years when Egyptian presidents offered none. In the face of intolerable state violence spanning decades, the Brothers remained tolerant. They eschewed violence and exhibited super human patience.

Thus, for Morsi, a U.S.-educated engineer, and the Brotherhood, the results are a spectacular political achievement, attached with profound symbolism. After 60 years of military rule upholding secular values, Egypt has elected the first civilian president in its history, and its first Islamist president, too. Morsi's victory is testimony to the Brotherhood's ability to mobilize Egyptians against a deeply entrenched political system, and to convince Egyptians that its candidate was the most capable of taking the helm after Mubarak's removal from power. If it rises to its responsibilities, the Brotherhood can be the hope of Egypt and of the Arab Spring.

The reason why Morsi's win is also a triumph for Egyptian and Arab democracy is because of the critical, historic choice it represents. When Egyptians went to the polls in the June 16-17 runoff election, they were not primarily voting between a military candidate and an Islamist candidate. They were choosing between the past and the future: a continuation of the 60-year-old Egyptian military regime, or a new system built on genuine democratic participation.

Shafik is a man of doubtless abilities, having served as air force commander, minister of civil aviation, and, finally, as Mubarak's last prime minister. Yet, Shafik's resume was more a liability than an asset in a country raising thundering demands for change. The millions who chose Shafik wished that his iron fist and close ties to the military could restore stability. His supporters are disappointed by the results, but that is nothing compared to the rage that would have been expressed by millions of Egyptians demanding an end to six decades of military rule if Shafik had won. At worst, the perception of an election stolen by the military might have edged Egypt toward an Algeria scenario; that country experienced a terrible civil war triggered in 1991 when the military abruptly canceled elections Islamists were poised to win.

By contrast, the Morsi victory is the kind of outcome that elections in a democracy are supposed to produce -- a winner who finds himself in a political arena that promotes and requires negotiation, compromise, concession and conciliation for the greater good of the nation. During the previous era, when Mubarak regularly received 90 percent of the votes, elections were nothing more than a farcical means of legitimizing the continuation of a state security regime. Any negotiation with other sectors of society- it occurred rarely-was on the regime's terms. That is what led to the absolute ossification of Egyptian life, and, eventually, a revolution.

Instead, Morsi and the Brotherhood will find themselves in perpetual negotiation with all of Egypt's players -- with the Supreme Council of the Armed Forces, Salafists, Coptic Christians, liberals, and even with Shafik and his supporters. The process formally began last week, when Morsi announced the formation of a national political front and proposed the establishment of a national unity government. These moves underline the Brotherhood's understanding of democratic concepts like consensus building and inclusiveness.

It is clear to most Egyptians that Morsi is doomed to fail if he turns out to be a president who represents only the Brothers. Or, if he thinks the Brotherhood could or should somehow hijack a revolution that involves a wide cross section of Egyptians. Many Egyptians have serious and valid questions about the Brotherhood's abilities, policies, and intentions-on issues from women's rights and the role of religion in the state to readiness for foreign investment and other forms of cooperation with outsiders. (Let's not forget, though, the problems Egyptians had with the former regime that led them to revolt last year-political repression, police torture, corruption, appalling medical care, horrendous education system, the list goes on.)

The importance of representing all Egyptians can't be lost on Morsi or his group's strategists. In the parliamentary elections earlier this year, the Brotherhood's political arm, the Freedom and Justice Party, garnered an impressive 10.1 million votes. In the first round of presidential balloting just five months later, however, Morsi, the Brotherhood candidate, won only 5.7 million -- a downward slump indicating strong disillusionment with the Islamists' performance in office. If we suppose that those 5.7 million voters constitute the Brotherhood's core of diehard support, then Morsi's 13.2 million total in the runoff election means that he gained the backing of 7.7 million Egyptians who can easily desert the Brotherhood and vote for an alternative the next time.

Morsi will need all the negotiating and consensus building skills he can muster in the weeks and months ahead. Despite Morsi's victory -- and SCAF's evident and necessary acquiescence in allowing it to stand -- Egypt's revolution is hardly finished. The ruling generals are showing extreme reluctance to hand over power to elected civilians by July 1 as they once pledged to do. In the midst of the presidential campaigning, SCAF enforced a court ruling dissolving the Islamist-controlled parliament, issued a decree granting the military executive powers and sharply curbing the authority of the new president, and gave itself a central role in approving a new constitution being drafted by a 100-member constituent assembly. Morsi's challenge is to use his powerful mandate as Egypt's first popularly elected leader to guide all Egyptians, including the reluctant generals, into a democratic future.

Telefonica offers new plans in Mexico to take on America Movil

The Mexican unit of Spanish telecom giant Telefonica SA launched a series of wireless products Thursday that Chief Executive Juan Abellan said are designed to draw millions of new users from rivals like market leader America Movil SAB by offering payment plans that charge by the second for calls and offer four services in one phone.

Speaking at a news conference, Mr. Abellan didn't give an exact target of how many users Telefonica Mexico, which operates under the Movistar brand, expects to add with its new suite of services. He said the goal is many millions of current users that the company hopes to poach from competitors like America Movil's local unit Telcel, as well as adding users new to the world of cellular phones and mobile Internet.

"A [cellular] telephone is practically in the basket of basic goods," Mr. Abellan said, adding that Telefonica wants to help Mexico close "the digital gap" it faces when compared with other Latin American nations like Brazil, Colombia and even Venezuela in terms of wireless penetration.

Telefonica also is investing heavily in infrastructure, with a new cellular tower going up every three hours, which builds on the strategic alliance signed last week with cellular provider Iusacell to share their national networks, the chief executive said.

The Telefonica network now covers 90% of the Mexican population, or about 100 million people, ending the "myth" that its coverage area is inferior to that of its competitors, said Mariano Moral, head of client services for Movistar Mexico. Telefonica is Mexico's No. 2 wireless provider, with about 20 million subscribers, or 22% of the market.

Mr. Abellan took several critical shots at Telcel and the controlling shareholder of America Movil, billionaire Carlos Slim, for what he called monopolistic practices and expensive pricing. Telcel has about 67 million subscribers, or 70% of the Mexican market. Mr. Abellan said that is the same percentage that Telcel had when Telefonica arrived in Mexico 12 years ago.

America Movil has responded to criticism about its pricing and market conditions by pointing to studies that show pricing in Mexico is on par with developed nations like the U.S.
